Cameron to deliver jinxed Europe speech

David Cameron will this week finally deliver his long-delayed speech promising a referendum on Britain’s relationship with the European Union.

After months of preparation, he had been due to travel to the Netherlands on Friday to spell out his plans. But the Prime Minister was forced to postpone it the night before as the gravity of the Algerian hostage crisis became apparent.

William Hague, the Foreign Secretary, said today Mr Cameron would make the speech this week.

Drone strikes 'to be exempted' from CIA terror 'playbook'

The Obama administration is nearing completion on a new detailed counter terrorism 'playbook' which will establish a guide for lethal operations during the president's second term.

However, the Washington Post reported that the CIA's controversial drone operations in Afghanistan and Pakistan would effectively be given an exemption from the new rules in the run up to the American withdrawal next year.

This is likely to prove controversial in Islamabad and Kabul, where the drone strikes have provoked angry demonstrations against the violation of sovereignty.

Bulgaria 'Assassin' Was Only Seeking 5 Minutes of Fame

The man who pointed a gas pistol at a Bulgarian politician's head was only trying to "get his five minutes of fame" and did not want to kill him, according to police psychologists.

The 25-year-old who pulled the gun on the head of Bulgaria's Turkish minority party leader while he was speaking at a party conference was only trying to frighten his target.

Police have revealed that Oktay Enimehmedov, an ethnic Turk originally from the eastern city of Burgas, thought he would die in the attack and left a letter at his Sofia flat.

15-year-old shoots dead five in New Mexico

The boy, who local media reported as 15-years-old, was arrested following the shootings which took place on Saturday night.

A man, a woman, two girls and a boy were found dead inside the house in South Valley, near the state's largest city Albuquerque.

A spokesman for the Bernalillo County Sheriff's Office said that it was unclear whether the victims were related to each other or the alleged gunman. No identities have been released.

The boy was charged with two counts of murder, and three counts of child abuse resulting in death.

Mars: 'Strongest evidence' planet may have supported life, scientists say

Minerals found underground on Mars are the "strongest evidence yet" that the planet may have supported life, according to new research.

The team, led by the Natural History Museum in London and the University of Aberdeen, said the ingredients for life could have been in a zone up to 5km down for much of the planet's history.

They used data from the US space agency (Nasa) and European Space Agency (Esa).

Syrian opposition seeks Qatar help for transition government

The head of Syria's opposition coalition has flown to Qatar to secure promises of financial aid for a transitional government in rebel-held areas, sources at negotiations in Istanbul said on Sunday.

The talks on agreeing a transitional government had been hit by disagreement over whether a transitional government could survive when the Syrian National Coalition President Moaz Alkhatib left in the middle of deliberations, the sources said.

Veteran jihadist claims Algeria siege for al Qaeda

A veteran Islamist fighter claimed responsibility on behalf of al Qaeda for the Algerian hostage crisis, a regional website reported on Sunday, tying the bloody desert siege to France's intervention across the Sahara in Mali.

Algeria said it expected to raise its preliminary death tolls of 23 hostages and 32 militants killed in the four-day siege at a gas plant deep in the Sahara.

David Cameron calls for 'global response' after Algerian hostage crisis

David Cameron has warned that the fight against terrorism in north Africa could go on for decades as he confirmed that six Britons and a British resident are believed to have died in the Algerian hostage crisis.

The prime minister said the seizure of a Saharan gas facility by a group of international jihadists last week was a stark reminder of the threat from terrorism the world over. He pledged a global response to what he described as a global threat.

"It will require a response that is about years, even decades, rather than months," Cameron said.

European Central Bank's Praet says euro zone economy still shrinking

European Central Bank Executive Board member Peter Praet warned Europe's economy was still shrinking, making it necessary for euro zone states to continue their reforms, and he dismissed fears low interest rates could spur higher inflation in Germany.

In an interview with German newspaper Frankfurter Allgemeine Sonntagszeitung published on Sunday, Praet said although financial markets were now significantly calmer it was too early to say the euro zone crisis had ended, and the single currency bloc should not rely on the ECB alone.

"Unfortunately we are still in a phase were the economy in Europe is shrinking... there are some positive signs, but it is not yet clear whether we are at a turning point," he said.

Algeria expects heavy hostage toll as West defends ally

Algeria said on Sunday it expected heavy hostage casualties after its troops ended a desert siege, but Western governments warned against criticising tactics used by their vital ally in the struggle with Islamists across the Sahara.

At least five people -- three in North Carolina, one in Indiana and one in Ohio -- were injured after weapons went off at gun shows Saturday, officials said, at a time when there's been renewed discussion about private gun sales at such shows.

The most casualties came at the Dixie Gun and Knife Show in Raleigh, where attendees bolted -- with at least one woman wiping out in the frenetic scene -- when gunfire rang out around 1 p.m., as seen on video captured by CNN affiliate WRAL.

US warns its citizens of travel dangers in Algeria

The US State Department is warning American citizens about the risks of travel to Algeria and is authorising the families of State Department staff to leave the country if they choose.

The warning comes after the Algerian government reported that special forces stormed a natural gas complex in the Sahara desert to end a standoff with Islamist extremists. Algerian officials say at least 23 hostages and all 32 militants involved were killed.

In tracking down illegal weapons, the smoking gun may not be a gun at all.

Bullets are one thing Sacramento Police Detective Greg Halstead can count on to root out weapons that otherwise would be impossible to find. They are also largely missing from the gun control debate in Washington.

Since 2008, California's capital has required ammunition dealers to take names and thumbprints of bullet buyers. They send the information electronically to police computers, which compare the names to an FBI criminal database.

Myanmar troops attacked rebel positions in northeast Kachin on Sunday despite a ceasefire order from the president and an invitation to the rebels to take part in peace talks, a rebel spokesman and a local source said.

President Thein Sein issued the ceasefire order to troops in the La Ja Yang area of Kachin near the border with China, where fighting has been fiercest.

Four dead, four missing as fumes fill Russian coal mine

At least four miners died when fumes filled the shaft where they were working in Russia's main coal-producing region on Sunday, Russian news agencies reported.

Searches for another four missing men had to be suspended after levels of methane in the mine in the Kuznetsk Basin reached dangerous levels, the RIA and ITAR-Tass news wires said. Sixty-nine miners managed to escape, they added.

Algeria ends desert siege with 23 hostages dead

Algerian troops ended a siege by Islamist militants at a gas plant in the Sahara desert where 23 hostages died, with a final assault which killed all the remaining hostage-takers.

Believed to be among the 32 dead militants was their leader, Abdul Rahman al-Nigeri, a Nigerien close to al Qaeda-linked commander Mokhtar Belmokhtar, presumed mastermind of the raid.

An Algerian interior ministry statement on the death toll gave no breakdown of the number of foreigners among hostages killed since the plant was seized before dawn on Wednesday.

Paul Santos Attacked by a tiger shark, Hawaii

A man who was surfing in Kiholo Bay off the Big Island with a friend said he never thought that sharks were a big threat there until he heard his friend scream.

Steve Macres said he was surfing Wednesday with Paul Santos, just as they had done for many years, when the tiger shark, estimated at between 15 feet and 18 feet, attacked.

"I turned around to go on a wave and heard him. I heard that blood-curdling scream. It was just so primordial. It was unbelievable, and it went into an echo so I could tell while he was screaming, he went underwater," Macres told KITV-TV.

Record radioactive cesium levels 2,540 times the government's safety standard found in Fukushima rockfish

A rockfish caught in the port of the Fukushima No. 1 nuclear power plant was found to have radioactive cesium 2,540 times the government's safety standard for foodstuffs, Tokyo Electric Power Co., the plant operator, said Jan. 18.

Caught in December, the rockfish had a reading of 254,000 becquerels per kilogram, the largest reading found in seafood since the nuclear disaster of March 2011.

The rockfish was caught near an unloading point north of the No. 1 through No. 4 reactors. No fishermen operate in the nuclear plant's port.

Modbury, Devon: Murder Probe After Body Of Boy, 2, Discovered

Police have begun a murder investigation following the death of a two-year-old boy.

Officers were called to a home in Modbury, Devon, on Saturday morning after the little boy's body was discovered by a member of the public.

Police confirmed they have arrested a woman and she is being questioned by officers on suspicion of murder.
