The decision followed a second fire at the complex's Reactor 4 where a prior blaze had not been properly extinguished.

A military helicopter has also been dispatched to pour water on Reactor 3 to cool it down, according to Japan's NHK public broadcaster.

Chief cabinet secretary Yukio Edano told reporters: "The workers cannot carry out even minimal work at the plant now."

The latest fire is believed to have started in the outer housing of the reactor's containment vessel. Read More
