The action came after an investigation by The Sun newspaper, during which a man was filmed apparently agreeing to take £500 to avoid putting details of a traffic summons onto a court database.
A Ministry of Justice spokesman confirmed that two members of staff from Redbridge Magistrates' Court in Essex have been suspended.
Police have arrested two men aged 21 and 30 on suspicion of misconduct in a public office and perverting the course of justice.
In a video posted on The Sun website a man is seen showing his Court Service identity card to an investigator.
The film, in which only the pair's laps and hands are visible, shows the man who claims to be a court service employee saying: ''I don't touch no charges, just the traffic summons.''
The investigator says: ''It goes into the computer innit, you've got to input that data, so the buck stops with you really innit, so you're in charge of it. So you just don't bother putting it into the system and you get no comebacks.''
